Batik is a technique of drawing on cloth with melted wax and then dipping the cloth in a dye.  The wax prevents the dye from penetrating. This can be done several times to have several colors on the cloth. The small tool shown in this photo is the tool which liquid wax would be drawn onto the fabric with. This scarf was made by people involved in Handy Krafts, a not-for-profit organization committed to small home industries in Indonesia.
